Terms of Use of the Civil Service College Website

Thank you for visiting this website (“Website”) which is owned and operated by the Civil Service College (“CSC”). By accessing and using this Website, you unconditionally accept and agree to be bound by these Terms of Use.  CSC reserves the right to change these Terms of Use at any time. All changes will be posted on this page, and your use of this Website after such changes have been posted will constitute your unconditional agreement to the modified Terms of Use and all of the changes.

Proprietary Rights

1. This Website and the materials made available on or through this Website (“Contents”), are protected by copyright, trademark and other forms of intellectual property rights. All rights in this Website and the Contents are owned by, licensed to, managed or controlled by CSC.

Restrictions on use of Contents

2. You shall not make any deletions, additions, adjustments, alterations, adaptations, or modifications to this Website or any of the Contents. You acknowledge and agree that any deletion, addition, adjustment, alteration, adaptation, or modification of this Website or any of the Contents is a violation of intellectual property rights subsisting therein.

   2. any CSC Content, except to the extent permitted, with the prior written consent of CSC or unless expressly permitted in this Agreement; or

   3. any Third Party User Content, except to the extent permitted, with the prior written consent of CSC and the owner or licensee of the specific Third Party User Content.

3. Without prejudice to the generality of Clause 2, you agree not to reproduce, display or otherwise provide access to LEARN, CSC Content, or Third Party User Content on another website or server, for example through framing, mirroring, linking, spidering, scraping or any other technological means (including any technology available in the future), without the prior written permission of CSC.

4. All CSC Content are copyrighted work of CSC or its Content or software providers, and CSC reserves and retains all rights in the CSC Content. Use of some CSC Content may be governed by the terms of an accompanying end user license agreement.

5. CSC grants you non-exclusive, non-transferable, limited permission to access and display programme related content, on your Computer and for your non-commercial use.

6. You may download any Content for which a downloading option is offered. Unless otherwise specifically stated, you shall not copy, reproduce, transmit, publish, distribute, display or make available to the public, sell, or otherwise exploit any of the downloaded Content for any purposes without the prior written consent of CSC or the respective licensors of the Content. For the avoidance of doubt, you may not alter or modify any of the downloaded Content.

7. Notwithstanding the foregoing, any software and other Content that are made available for downloading, access, or other use from LEARN with their own license terms, conditions, and notices will be governed by such terms, conditions, and notices.

8. You agree not to circumvent, disable or otherwise interfere with the security-related features or features that prevent or restrict use or copying of any Content or enforce limitations on use of the Website, LEARN or the Content therein.

9. In the event of your failure to comply with the Agreement, CSC reserves the right to terminate any rights granted to you, without prior notice to you, and you must immediately destroy all copies of downloaded Content in your possession or control.

10. Modification of any of the Content or use of the Contents for any other purpose will be a violation of CSC’s and/or third party’s copyright and other intellectual property rights. Graphics and images on the Website, LEARN are protected by copyright and may not be reproduced or appropriated in any manner without the prior written permission of CSC.

11. Any unauthorised use of LEARN, CSC Content, and/or Third Party User Content may give rise to a claim for damages and/or be a criminal offence.

Disclaimer

12. This Website and the Contents are provided on an “as is” and “as available” basis without warranties of any kind. To the fullest extent permitted by law, CSC does not make any representations or warranties whatsoever and hereby disclaims all express, implied, and statutory warranties of any kind to you or any third party, whether arising from usage or custom or trade or by operation of law or otherwise, including but not limited to the following:

    1. any representations or warranties as to the accuracy, completeness, reliability, timeliness, currency, quality, or fitness for any particular purpose of the Contents of this Website; and

    2. any representations or warranties that the Contents and functions available on this Website shall be error-free or shall be available without interruption or delay, or that any defects on this Website shall be rectified or corrected, or that this Website, the Contents, and the hosting servers are and will be free of all viruses and other harmful elements.

13. CSC shall not be liable to you or any third party for any damage or loss whatsoever, including but not limited to direct, indirect, punitive, special, or consequential damages, loss of income, revenue, or profits, lost or damaged data, or damage to your computer, software, modem or other property, arising directly or indirectly from:

    1. Your access to or use of this Website, LEARN;

    2. Any loss of access to or use of this Website, LEARN, howsoever caused;

    3. Any inaccuracy or incompleteness in, or errors or omissions in the transmission of the Contents;

    4. Any delay or interruption in the transmission of the Contents on this Website, whether caused by delay or interruption in transmission over the internet or otherwise;

    5. Any decision made or action taken by you or any third party in reliance upon the Contents, regardless of whether CSC has been advised of the possibility of such damage or loss.

14. You shall not rely on any Contents of this Website to claim or assert any form of legitimate expectation against CSC, whether procedural or substantive in nature, in respect of any action that CSC may or may not take in the exercise of its discretion, or in connection with CSC’s roles as a statutory agency.

Hyperlinks from this Website to other websites

15. This Website contains hyperlinks to websites which are not maintained by CSC. CSC is not responsible for the contents or reliability of those Websites and does not necessarily endorse the views expressed in them. CSC has no control over and cannot guarantee the accessibility or proper functioning of those websites. Further, CSC shall not be liable to you or any third party for any damage or loss whatsoever arising from your access to those websites. Use of the hyperlinks and access to those websites are entirely at your own risk.

Online Application of Programmes via CSC Website and CSC-related Digital Platforms

16. The CSC Website (“Website”) and CSC-related and CSC-owned digital platforms are not linked to any training systems (e.g. HRP and Workday). Please seek your Supervisor’s and/or Training Coordinator’s approval before you register for any programmes offered on CSC’s Digital platforms. For Organisations on HRP and Workday, you are strongly encouraged to use HRP and Workday instead. For attendance at complimentary programmes, please note that you or your Training Coordinator will have to manually update your training records in HRP and Workday.

17. Online application of programmes on any of CSC’s Digital platforms are subject to the following conditions:

    1. Paid Synchronous (instructor-led programmes taking place in real-time) Programmes

       1. Confirmation and Notification of Placement
          Participants will receive their Programme Placement Letter 3 weeks before the class starts, to confirm their place in the programme.

       2. Withdrawal and/or Replacement
          For programmes with grants, agencies will be charged the full programme fees for any withdrawal/absentees once the class has started. Grants are only given to learners who have fully attended the programme. No fees will be charged should CSC cancel a programme due to unforeseen circumstances.
          
          All requests for withdrawal, replacement and/or transfer should be submitted by the Training Coordinator (TC) via the Withdrawal/Replacement Form on the CSC LEARN platform https://www.learn.gov.sg. The TC may indicate the reasons for withdrawal in the form. CSC will assess the request and notify the TC on the outcome of the request via email within 5 working days.
          
          If the withdrawal request is submitted less than 3 weeks before the class starts, or after the Programme Placement Letter has been issued (whichever is later), a withdrawal fee of 25% of the full programme fee will be charged. For programmes with additional course materials purchased prior to the withdrawal, 25% of the programme fee or additional course material fee will be charged, whichever is higher.
          
          Replacement requests should be submitted at least 5 working days before the class starts. Transfer requests should be submitted at least 5 working days before the original class start date and at least 5 working days before the selected new class start date.

       3. No charges will be imposed if a replacement or transfer is provided and accepted for a participant who wishes to withdraw his/her registration for a programme.

       4. Absenteeism
          The full programme fee will be charged for the absentee, regardless of provision of grants. The grant, if any, is only given to those who fulfil the attendance of the programme.

    2. Digital Learning Programmes (Pay-Per-Use)

       1. Confirmation and Notification of Enrolment
          Learners can expect to receive a welcome email (which includes the login details and link) within 5 days of their Training Coordinators (TC) approving the registration. Only registered learners will receive the welcome email.
          
          An invoice will be issued to the agency after CSC issues the Enrolment Confirmation email to the learner.

       2. Withdrawal and Replacement
          Withdrawal and replacement for Digital Learning programmes (pay-per-use) are only allowed before the Training Coordinator (TC) has approved the registration on CSC’s LEARN platform. Once the TC has approved the registration on LEARN, any request to withdraw and/or replace learners will not be accepted.
          
          Agencies will be charged the full Digital Learning programme (pay-per-use) fees once learners have successfully registered for the programme, regardless of whether they have started and/or completed the programme within the stipulated access period.

       3. Access Period
          Learners will have up to 90 days (or 120 days for ELFUS13) to complete each Digital Learning programme (pay-per-use). Thereafter, the access will expire, and learners will have to re-register for the programme to gain access for another 90 days (or 120 days for ELFUS13).

    3. Complimentary Programmes

       1. Confirmation and Notification of Placement
          Participants will be notified of their placement in the complimentary programme 1 week before the class starts in the form of a Confirmation Note.

       2. Withdrawal
          Only withdrawals through emails will be acknowledged.
          
          In the event that participants are unable to attend, they should inform CSC before the date specified by CSC. If notice of the participant’s absence is not received by the stipulated date, a no-show charge may be imposed.
          
          Where applicable, a follow-up request for Billing Officer's details will be sent to the agency after the event.

    4. Paid Events

       1. Confirmation and Notification of Placement
          Participants will be notified of their placement in the event 1 week before the event commences in the form of a Confirmation Note.

       2. Withdrawal
          Only withdrawals through emails will be acknowledged. Confirmed participants who withdraw after registration has been confirmed will be charged the full fee of the event.

       3. Replacement
          No charges will be imposed if a replacement is provided and accepted for a participant who wishes to withdraw his/her registration for an event.

    5. Complimentary Events

       1. Confirmation and Notification of Placement
          Participants will be notified of their placement in the complimentary event 1 week before the event commences in the form of a Confirmation Note.

       2. Withdrawal
          Only withdrawals through emails will be acknowledged.
          
          In the event that participants are unable to attend, they should inform CSC before the date specified by CSC. If notice of the participant’s absence is not received by the stipulated date, a no-show charge may be imposed.

18. These terms may be changed from time to time. Changes will be posted on this page or in similar pages and your use of this Website after such changes have been posted will constitute your agreement.

Online User Behaviour (Acceptable Use)

19. All CSC-related Digital Platforms are intended for use by Singapore Public Service Officers and/or Singapore Public Service Agencies (“Agency”). You shall only access and/or use these platforms by an authorised account and your Account can only be used by you and must not be shared with any other third party (within the Singapore Public Service or otherwise). Your access and/or usage shall be in accordance with your Agency’s instructions.

20. You further adhere to refrain from posting and/or engaging in the following on our digital platforms:

    1. Action that defames, harasses or threatens others;

    2. Action that discusses illegal activities with the intent to commit them;

    3. Action that infringes another's intellectual property, including, but not limited to, copyrights or trademarks;

    4. Action that is profane, pornographic, obscene, indecent or unlawful;

    5. Advertising or any form of commercial solicitation;

    6. Action related to partisan political activities;

    7. Action relating to viruses, trojan horses, worms, time bombs, corrupted files, malware, spyware, or any other similar software that may damage the operation of another's computer or property; and

    8. Content that contains intentionally inaccurate information or that is posted with the intent of misleading others (this list, collectively, “Strictly Prohibited Items”).

21. CSC will provide you or your Agency with reasonable notice of such action, unless prohibited by law.

Terms of Use

22. By accessing and using this Website, you shall be deemed to have accepted to be legally bound by the Terms of Use.

23. You further agree to allow CSC use of any and all photographs and/or videos for publicity that may have been taken during your programme/event.
